Dogs won't hold eye contact because in wolf pack terms direct eye contact is a challenge for dominance, so their whole nervous system reads it as aggression — comes straight down from wolves, basically unchanged. That's why trainers tell you to blink slow, look away, whatever. It's not shyness, it's protocol. Cats are the opposite, they stare because they never had a pack hierarchy to begin with, total loners, so eye contact means nothing to them socially.
