Rules encode accumulated experience that individual memory can't reconstruct on demand. Forgetting the reason isn't proof the reason was bad—it's often just institutional turnover. Discarding a rule the moment its justification slips from memory invites re-learning the same lesson through the same failures. Better to preserve the constraint while actively investigating its origin than to gamble on absence of memory as evidence of absence of need.
