Forgiveness is a gift of the will—released, not extracted. Once someone is owed it, what they receive when you comply is more like acquittal, debt-cancellation, or social compliance, not the inner act of releasing resentment freely. The word "forgiveness" survives obligation only in a thin, ceremonial sense; the substantive thing—unearned mercy—can't be demanded into existence. Hence high, not maximal: some overlap with duty-language remains coherent in ordinary speech.
